# Inclusion criteria

The tracker is a curated research inventory, not a comprehensive list of every measure that mentions artificial intelligence.

## Included

A measure is eligible when an operative provision materially addresses at least one of these safety or security concerns:

1. catastrophic, systemic, frontier-model, CBRNE, cyber, critical-infrastructure, or national-security risk;
2. model evaluation, red-teaming, incident reporting, whistleblower protection, model-weight security, or emergency controls;
3. consequential-decision safeguards with enforceable risk-management or impact-assessment duties;
4. synthetic-media abuse, impersonation, election security, child safety, or nonconsensual intimate imagery where AI is an express part of the mechanism or regulated harm;
5. government AI acquisition, testing, or deployment rules with a material safety or security function; or
6. a legislative vehicle or enacted provision that creates, funds, limits, or directs one of the functions above.

## Excluded

The tracker normally excludes measures limited to economic development, workforce training, general research funding, routine government modernization, tax incentives, data centers, or generic references to AI. It also excludes resolutions without operative policy consequences unless they are necessary to understand a tracked measure.

## State discovery and verification

Open States is used only to discover candidates. A record is not published until a reviewer verifies its identity, text, actions, disposition, dates, and citations against an official legislature, governor, secretary of state, or session-law source. Open States URLs may be retained as discovery metadata, but they never satisfy the official-source requirement by themselves.

State coverage starts with a deliberately small set of high-salience safety and security measures. Absence from the tracker does not imply that a state has no relevant law or bill.

## Classification and review

- `lifecycle_status` is a normalized cross-jurisdiction status; `status` preserves source-specific wording.
- Enacted records identify the public law or state chapter, effective dates, implementation deadlines, responsible agencies, and the last verified agency status when available.
- Every material factual field must be connected to a source through `claim_provenance`.
- Analyst summaries and category judgments are labeled as analysis and require human review before merging.
